Strategy
Enlargement is a top priority for both the European Union and the candidate countries. The enlargement process is bringing about major changes, which will affect the citizen in many ways. It is, therefore, vital that the people of Europe , in the member states and the candidate countries, understand the reasons for enlargement, as well as the benefits it will bring and the challenges it poses.
One of the major aspects of the Enlargement is the financial aid the European Union provides to the Acceding and Candidate Countries through the different EU Programmes and pre-accession instruments. Although important steps are already undertaken by the governments of these countries to build up sufficient pool of EU specialists, it is necessary to further enhance the institutional, administrative, and human capacity of the public administrations in these countries for successful management of the EU funds.
